Yeah, they are! Though since I live in a Hidden Village, the most prominent education is that very same ninja school. Some civilians who are not cut out for the program just goes back to their daily lives with some basic knowledge to for self-defense purposes.
First off, you need to be loyal to your village, and as long as you're healthy and capable of enduring strenuous physical activities, you should be fine!
